There ARE more options then these available, especially those on smaller budgets however these ones are quite popular and do offer some nice features so you might want to look at them. There are also seats like the Nania Nuevo, Nania Newfix, Evenflo Generation, Safety 1st All In One and the list goes on.. all of which tether. Then you have ones that don't tether such as Phil & Teds etc etc. The "best" car seat however is one which fits your child, fits your car (and can be firmly installed), is easy to use, easy to install and of course, meets your budget. Those above seats are what's called "convertible boosters". That means they convert from forward-facing harnessed seats to booster seats (once the weight limit for the harness, usually 18kg, is met).
